Financial Expert – Football Association of Wales

Job Description
The Football Association of Wales is seeking to recruit a Club Licensing Appeals Body (AB) member with a financial background. As per FAW Domestic Club Licensing Regulation 3.3, the AB meets once per calendar year and decides on appeals submitted by the Licence Applicant and makes a final decision on whether a licence should be granted or withdrawn.

The AB makes its decision based on the decision of the First Instance Body and all evidence provided by the licence applicant or licensor with its written request for appeal and by the pre-determined deadline.

The AB will consist of 5 members covering all areas of the Club Licensing process namely; Sporting, Infrastructure, Personnel, Legal and Financial.

Responsibilities
The successful candidate will be required to attend the annual AB meeting which is held in April of each year.

To consider each licence applicant’s submissions in full, in particular, from a financial perspective.

Provide recommendations as to whether a Licence applicant should be granted a licence based on their financial submissions.

To actively contribute to the AB discussion on all aspects of the Licence Applicants submission.

To advise the Club Licensing Manager on financial matters as required.

To act impartially in the discharge of their duties.

To abstain if there is any doubt as to their independence from the licence applicant or if a conflict of interest arises.

Skills & Competencies
The individual must be independent of the FAW.
The individual should be qualified accountant with a recognised accounting body.

An ability to independently consider and analyse various financial documentation.

The individual should possess a sound knowledge of domestic football in Wales as well as association football in general.

Demonstrate flexibility and the ability to work outside of normal working hours if required.
Demonstrate attention to detail.

Knowledge of the FAW Domestic Club Licensing Regulations, the UEFA Club Licensing & Financial Fair Play Regulations and the Rules and Regulations of the FAW.
The ability to speak Welsh (advantageous).

The position is for a fixed three-year term commencing January 2017 with Appeals Body meetings taking place annually, usually during the month of April.

The post holder will be reimbursed all reasonable expenses agreed in advance by the FAW.
