PEACEBUILDING PROGRAMME MANAGER – Concordis International – London

JOB DESCRIPTION:

The Peacebuilding Programme Manager will:
· Oversee Concordis’ peacebuilding programme in Abyei on the border of Sudan and South Sudan;
· Help to recruit and then to undertake direct line management of the in-country team;
· Maintain quality standards in programming and financial management in line with the log-frame, budget and timeline in the funding agreements, as well as with Concordis’ principles, mission and values and international standards for peacebuilding programming;
· Support programme delivery of a second funded programme, likely to be either CAR or Mauritania;
· In respect of both programmes, deliver training to civil society actors and project partners in facilitated dialogue, conflict analysis, conflict management, organisational management, fundraising, financial reporting, monitoring and evaluation;
· Build networks of key actors, securing participation in the programmes of those who might otherwise boycott or attempt to spoil the process;
· Facilitate peacebuilding workshops as necessary;
· Represent Concordis in interactions with and advocacy to regional and national governments in the region, seeking their active engagement and support for the programmes;
· Engage proactively with actors from the international community, NGOs, donors and project partners, creating and developing partnerships, coordinating programming and generating practical and financial support for projects;
· Research and up-date conflict analysis on the region, developing detailed understanding of the context and dynamics so as to expand or adapt the programme to meet evolving needs;
· Regularly analyse risks related to programme implementation and organisation presence. Design and implement mitigation strategies to manage identified risks;
· Ensure Concordis staff and the staff of partner organisations working on programmes funded by Concordis comply with the security policy, guidelines and international and local best practices;
· Ensure Concordis’ compliance with and understanding of national government regulations and laws in all areas of operations;
· Prepare and edit programme reports for donors, for Concordis’ head office and for publication;
· Ensure all activities are properly monitored and evaluated and contribute to the evolution of Concordis’ evaluation systems;
· Fundraise proactively for matched funding and for continuation / expansion of current programming, including beyond the current programme term, identifying fundraising prospects and drafting proposals for national governments, institutional funders and grant-making trusts;
· Provide support to or management of other programmes as directed;
· Develop institutional policies, procedures and systems for the administration, finance, programme management and security of the programme;
· Contribute to the development of Concordis’ peacebuilding methodology, strategy, policy and organisational issues;
· Perform other duties as assigned.

PERSON SPECIFICATION
Essential:
· At least 5 years’ professional experience working in international development and/or conflict resolution and peacebuilding;
· At least 2 years’ experience of project or programme management of peacebuilding interventions in complex environments, preferably in the Sahel region;
· Demonstrable knowledge and understanding of international development, conflict analysis, security and political processes, particularly with respect to the Sahel region;
· Demonstrable experience of preparing budgets and of exercising budgetary control within NGO programming;
· Proven track record of institutional fundraising for peacebuilding or development programming;
· Masters degree in international relations, development studies, conflict resolution or a related discipline;
· Training and/or experience in dialogue facilitation, mediation or related skills;
· Professional level written and spoken French and English. Must be able to draft technical documents and reports for international audiences in both languages;
· Legal permission to work in the UK without a visa;
· Ability to engage, communicate and negotiate with potentially suspicious/hostile authorities and communities in an open, transparent, constructive, patient and effective manner;
· Excellent communication and presentation skills;
· Good computer skills (MS Office, internet, databases, desktop publishing);
· Personal efficiency, resourcefulness, organisational ability and the ability to be flexible and maintain good humour in challenging circumstances;
· Ability and willingness to work effectively in a culturally diverse team in demanding and dynamic circumstances, and to work in challenging conditions such as those found the Sahel region;
· Awareness of cultural diversity and political sensitivities and ability to address such issues with tact, diplomacy and sensitivity;

Desirable:
· Experience of working in Sudan / South Sudan;
· Experience of managing staff, preferably in an international development and/or conflict environment;
· Written or spoken Arabic;
· Experience of monitoring and evaluation of peacebuilding processes;
· Practical experience and/or training in NGO Security Management;
