Assistant Analyst, Civil Society Engagement – EBRD

Purpose of Job
The Assistant Analyst is responsible for assisting the Civil Society Engagement (CSE) in facilitating engagement with non-governmental organisations (NGOs) and other civil society stakeholders at the institutional level, under the guidance of the Head and/or Principal Manager. The Assistant Analyst conducts research, analysis and monitoring of civil society issues. They also support the CSEU members in designing and implementing Technical Cooperation (TC) projects and coordinating project and policy related information disclosure and correspondence. The Assistant Analyst also assists the team in organising consultations and outreach events at Resident Offices (ROs) and Headquarters (HQ).

Background
Within the External Action and Political Affairs group in VP Policy, the Civil Society Engagement (CSE) Unit manages the Bank’s institutional relations with civil society stakeholders through the facilitation of an on-going engagement with NGOs, policy think-tanks, academic research institutes, women’s groups, professional associations, advocacy groups and other civil society organisations (CSOs). The Unit advises relevant teams on civil society issues, conducts outreach and disseminates information about the EBRD’s activities to civil society stakeholders, and facilitates dialogue and consultations with civil society regarding the development of the Bank’s policies, strategies and projects. It operates in close cooperation with the Banking Department, Environment and Sustainability Department (ESD), Political Counsellors, Donor Co-Financing (DCF), and other teams. The Unit contributes to enhancing the Bank’s transparency and accountability and incorporating civil society’s input in the Bank’s decision making processes.

Accountabilities & Responsibilities
Conduct background research and draft analytical pieces for internal briefings on CSO issues to be presented to senior management and Board.
Assist CSEU members in initiating, maintaining and expanding relations with CSO contacts across EBRD region. Conduct research for background checks of civil society organisations.
Identify and network with new CSOs, and local and international counterparts dealing with civil society issues, to respond to the changes in the CSO sector and ensure that relevant organisations receive accurate information about the Bank’s activities and operations in the region.
Help set up a Customer Relationship Management system by maintaining a log of contacts/discussions with major CSOs.
Verify, update and expand the database of CSO contacts and maintain CSO information request database;

Technical Cooperation Projects
Assist the team in developing, approving, coordinating and implementing Technical Cooperation (TC) projects across EBRD region devoted to capacity building enhancement of CSOs, including administrative and technical aspects;
Establish and maintain accurate and up-to-date records on all TC projects on TCRS and the central drive, including recording key documents, contact details and notable communications;
Coordinate follow-up actions on Grant Review comments;
Prepare and submit internal and external requests for funding;
In close cooperation with the procurement department, manage the procurement process of TC projects, including the preparation of relevant documents and contracts;
Coordinate with consultants to ensure the timely submission of deliveries and subsequent administration of payments;
Coordinate the timely submission of progress and completion reports to DCF, including the initial preparation of templates with basic project information and extracting relevant information on results from the consultants’ reports for review by the operations leader;
Coordinate and process contract amendments and extensions
Data Management
Management of data recording and analysis of the CSEU ‘Capacity Enhancement Framework” TCs;
Management of data recording and analysis of correspondence in line with the Access to Information Policy;
Monitor and manage the CSO Inbox;
Help to ensure timely and accurate flow of information between the Bank and CSOs.

Communication
Under limited supervision, prepare regular communications products, such as a quarterly CSO Newsletter and annual factsheets, provide updates for web pages, social media platforms and intranet pages on a regular basis;
Coordinate internal communications within VP3 and with other teams as required;
Conduct media and social media monitoring of issues of relevance for civil society

Knowledge, Skills, Experience & Qualifications
Degree educated, preferred
Graduate experience in a relevant environment/institution i.e. another International NGOs, IFI
Prior experience working with civil society organisations, preferred
Good research, analytical and drafting skills.
Sound interpersonal and co-ordination skills.
Excellent written and spoken English and good knowledge of one or more regional languages essential.
Computer Literate: Windows XP (Word, Excel, Outlook, PowerPoint)
