Purpose of Job:
Buoyed by an increasing demand for its services and insights, EBRD’s independent Evaluation Department (EvD) is recruiting internally and externally for several vacancies at both senior and middle levels including Associate Director, Senior Evaluation Manager. The Evaluation Department contributes to improved Bank performance by providing objective, evidence-based analysis and advice to enhance institutional accountability and learning from experience and improve policy and operational design and execution. The Associate Directors, Senior Evaluation Managers are critical to the Evaluation Department’s capacity to deliver on this mandate. Associate Directors are leaders in translating EvD’s mandate and strategic vision into the design, preparation, delivery, and use of evaluation products and services, through sound judgment, conceptual thinking, technical expertise and effective managerial oversight. Associate Directors contribute effectively to all EvD products, services and activities alongside primarily responsibility for the most complex and strategically important studies for which they will generally act as leaders. Associate Directors apply evaluation best practice and methods evaluation and deep knowledge of Bank activities, policies and practices. They actively identify opportunities to enhance EvD’s reputation, effectiveness and strategic value-added, and represent the Department both internally and externally.
Accountabilities & Responsibilities:
Design, prepare and deliver complex evaluation studies, including but not limited to country and sector strategies, strategic initiatives, cross-cutting thematic matters, large project clusters, and corporate functions, programmes and policies
Manage a team of contributing evaluators as assigned, with responsibility for estimation and adherence to work budgets and delivery schedules
Present evaluation results to members of the Board of Directors and senior Management as required
Develop and execute effective dissemination and outreach efforts for assigned work products
Serve as line manager for more junior evaluators when relevant; assume full responsibility for performance management, etc.
Lead and manage departmental functions; e.g. self-evaluation, peer review, training, etc., maintain bottom-line responsibility for results
Act as principal EvD point of contact with other EBRD departments and counterparts in other organisations as required
Provide guidance to junior evaluators on evaluation approaches and provide peer review of draft evaluations on an ad hoc basis
Organise and lead meetings with Management related to EvD policies, practices and activities
Provide input to the Work Programme planning process including scoping documents for possible studies
Serve as EvD’s representative in Bank-wide working groups and other cross-functional initiatives
Provide leadership to introduce new evaluation methodologies, techniques and products
Select and manage consultants such that work of high standard is delivered to specification.
Represent EvD in international evaluation events as required.
Act on behalf of the Chief Evaluator or Deputy Chief Evaluator as required
Act as a role model in terms of behaviours and standards; mentor junior colleagues; manage relationships and professional tensions with skill and tact to ensure effective, open and candid exchange, mutual trust and understanding.
Knowledge, Skills, Experience & Qualifications:
Master’s degree in business, finance, social sciences, relevant sector or other area
In-depth working experience specifically in evaluation for an IFI/MDB or other relevant financial and/or development institution; or experience in evaluation plus operational experience for an IFI/MDB or other relevant financial and/or development institution
Demonstrable experience as a line manager and/or managing projects
Advanced evaluation skills with a proven ability to use both quantitative and qualitative evaluation methods to derive analytically sound and credible conclusions; strong knowledge of evaluation methods and techniques.
Skill with Microsoft Office products and databases; skills in Tableau, Internet content management systems, MaxQDA (or similar products) highly sought.
Deep understanding of development finance, and knowledge of or experience in the EBRD countries of operations.
Ability to produce objective, logically argued, fully evidenced and persuasive reports reflecting sound judgment and presented in clear and simple English.
Capacity to link micro- or project-level work to wider EvD or institutional purposes and to demonstrate these linkages effectively
Highly developed communication and interpersonal skills, including the ability to adapt sensitively to the Bank’s multicultural environment and build effective working relationships with clients and colleagues based on professional respect and credibility.
Strong negotiating, presentational and influencing skills.
Capacity to manage and deliver effectively and with a high degree of individual initiative on multiple complex and diverse tasks.
