Purpose of Job
EBRD helps countries in their transition to sustainable market economies. The Results Management team enables the Bank to effectively manage activities to enhance their transition impact in the countries of operation and to report results to its internal and external stakeholders (Board of Directors, shareholders, donors, civil society etc.).
The Principal Counsellor, Results Management plays an important role in the results management work and is responsible for:
Playing a key role in enhancing in-depth analysis, impact assessment, reporting and communication of transition impact results of the EBRD with clearly articulated written input into relevant EBRD internal and external documents prepared for various stakeholders and donors.
Supporting transition impact related results management including contributing to the development, implementation and operationalization of results frameworks on different levels of EBRD activities, designing and implementing transition performance and results indicators; and contributing to increasing the efficiency and effectiveness of the transition impact monitoring systems.
Accountabilities & Responsibilities
Play a key role in further strengthening transition results management (including a coherent architecture and incentive structure) and enhancing results reporting:
Design of results frameworks and appropriate measurements
Ensure consistency in implementing results frameworks reflecting the updated Transition Concept and Theory of Change (ToC) when applied at different levels of Bank activities, such as country strategies, policy initiatives and products, and investment and TC projects in coordination with other relevant departments across the Bank
Support the application of compendium of standardised indicators and improved Transition Impact Monitoring System (TIMS) and manage the necessary updates, working also with external stakeholders and IFIs/DFIs
Results monitoring, portfolio and systems management
Manage and coordinate the portfolio quality control of the Transition Impact Monitoring System (TIMS) to ensure completeness, quality and consistency in monitoring, in close collaboration with the relevant teams in EPG and banking portfolio management
Engage actively in the design of the EBRD’s improved data and results management IT systems and applications to ensure they effectively support the results management and reporting. Coordinate and manage the processes and systems necessary for the integration of results monitoring and reporting on all EBRD engagements, in collaboration with the relevant departments
Prepare and run results management training for EBRD staff to design, implement, monitor and report on investment and TC projects in an effective and consistent manner in line with the ToC reflecting the updated transition concept and compendium of indicators
Impact assessment and reporting
Design and complete in – depth impact assessments and analytical work for learning, to inform operations and strategic decisions, and enhance reporting of results of the EBRD activities
Contribute to strengthening the EBRD’s capacity to measure the wider impact of its activities, improve the narrative and evidence base of its contribution to countries progress
Play a principal role in preparing Country Results Snapshots and further enhancing results communication of Bank’s impact, in particular externally, in close coordination with other relevant units including the Communication department
Primarily responsibility in preparing quality and timely analytical input on transition performance and results story into EBRD documents (e.g. internal institutional reports for shareholders and donors, country strategies and country strategy delivery reviews, scorecards)
Other
Contribute to the review studies prepared by the independent Evaluation Department (EvD) and as an operational liaison in coordinating Bank-wide management comments for all EvD studies, preparation of action plans and reporting on the management follow-up on EvD study recommendations on semi-annual basis
Provide ad hoc support and conduct other tasks as requested by CSRM Director
Qualifications & Skills / Experience & Knowledge
Masters’ Degree in economics, business administration or related field
Strong analytical and synthesizing skills with the ability to interpret transition impact/micro-economic related information
Strong quantitative skills, a strong knowledge of analytical software and managing large micro-datasets is an advantage
Excellent written and oral communication skills in English
Experience in results-based project and portfolio management policies and practices and in managing project information management systems
Experience with conducting impact assessment and evaluation studies and application of impact assessment analytical methods
Accuracy and timeliness in delivering high amount of work particularly for the regular internal reports
Ability to cope with pressure when regular reports coincide with significant increase in ad hoc tasks
Very good negotiation, problem solving and interpersonal communication skills to facilitate cross-departmental discussion and agreement on the results of the analysis
Good understanding of EBRD mandate, strategic objectives, investment and technical assistance operations
Previous experience of over 5 years with results management at an IFI or international aid organisation or with an international consultancy is an advantage
