Purpose of job:
Buoyed by an increasing demand for its services and insights, EBRD’s independent Evaluation Department (EvD) is recruiting internally and externally for several vacancies at both senior and middle levels including Principal Evaluation Manager. The mandate of the independent Evaluation Department, conferred directly by the shareholders, is to contribute to improved Bank performance in delivering its mandate, strategies and policies by enhancing institutional accountability and learning from experience and contributing to policy and operational design and execution.
The Principal Evaluation Manager is an important member of the Evaluation Department (EvD) team tasked with delivering on this objective. A Principal Evaluation Manager prepares and delivers both thematic and transactions-focussed evaluation work, alone and as a member of a team, including project evaluations, research and analytical products and services. A Principal Evaluation Manager applies analytical tools, technical strengths, and good judgment to this work, often with the guidance of more senior task leaders but always operating within EvD’s mandate and strategic vision. Principal Evaluation Managers are familiar with evaluation methods and practices. Evaluation Managers may be asked to contribute in the areas of EvD Work Programme development, database development, IT and software support, training, publications and outreach to the larger EBRD community. They are effective EvD representatives to multiple audiences.
Accountabilities & Responsibilities:
Contribute to, and when assigned, design and lead preparation of operations evaluations and validations of projects or groups of projects using appropriate independent research, analysis and other evaluation tools and drawing upon a good understanding of a project’s design, context, and metrics, and operational team views.
Serve as lead evaluator for evaluation products such as operation evaluations, synthesis papers, cluster analyses, and complex case studies.
Contribute substantial original work as a main team member on major studies led by other EvD colleagues, including analytical and judgmental contributions, and providing review and quality assurance services.
Design and develop background papers for use in large, complex thematic evaluations.
Demonstrates strong knowledge of evaluation methodology in their work; e.g. theory of change, logical frameworks, causal chains, mixed methods, etc.
Utilises complex financial analysis tools to assess projects and outcomes
Manage major components of departmental processes and products such as Work Programme, project selection and Annual Evaluation Review
Provide peer reviews for studies led by other EvD colleagues.
Provide analytically sound and effectively reasoned comments on EvD and/or Management or other documents, including strategy and policy papers, operations, instruments, etc.
Develop knowledge management and learning products derived from evaluations such as synthesis reports, visualisations, summaries, online toolkits, etc.
Communicate evaluation results, findings and products through presentations, newsletters, blog posts, social media, events, etc.
Provide guidance to and manage Analysts, Assistant Analysts and Officers for individual projects and tasks
Identify, hire and manage (if appropriate) consultants
Design and lead, deliver and/or assist with outside briefings and trainings delivered by EvD team members.
Present work internally to senior audiences.
Represent EvD in internal and external evaluation events as requested.
Ensure all products are of high quality – presented clearly, succinctly and persuasively, and tailored to different audiences.
Keep team members and supervisors well informed of progress and developments, addressing setbacks when they arise and reasonably anticipating challenges.
Work simultaneously on multiple tasks and deliver assigned products/services within agreed timelines and resource limits.
Maintain good professional relationships outside EvD, reflecting well on EvD’s professionalism.
Contribute to a positive work environment in EvD with best practice behaviours and standards; engage productively with senior colleagues and peers.
Connect individual work items effectively to larger EvD purposes and objectives.
Knowledge, Skills, Experience & Qualifications:
Masters degree in business, finance, social sciences, relevant sector or other area.
Knowledge of/training in evaluation methodology; background in financial analysis
Experience leading evaluations or evaluation tasks
Highly proficient in Excel, Word and PowerPoint; knowledge of any of Tableau, Access, Stata, MaxQDA desirable
Strong research and analytical skills with a proven ability to derive sound conclusions.
Some understanding of EBRD activities, methods, and countries of operations or those of a comparably mandated public institution.
Skills and experience in knowledge management and communication sought; demonstrated experience in an evaluation communications, liaison, learning, or related role is an asset.
Ability to present analysis and findings effectively and persuasively in clear and simple English and using sophisticated presentational techniques.
Capacity to see linkage of specific tasks to EvD’s wider institutional purposes.
Good communication and interpersonal skills, including the ability to adapt to the Bank’s multicultural environment and build effective working relationships based on professional respect and credibility.
Capacity to deliver to deadlines and within resource limits.
