Purpose of job:
The Principal, Energy & Infrastructure Policy is responsible for conducting, coordinating and communicating policy dialogue activities and technical assistance projects in the SI3P team and the wider SI Business Group (“SIG”). They work closely with the Associate Director, Energy Policy and report to the Associate Director, Head of Sustainable Infrastructure Policy and other policy specialists in the Policy Unit, SI3P, support departments and country teams. They also support the Director of SI3P, the SIG Managing Director and the five Directors of Energy and Infrastructure within the SIG in developing and delivering the SIG’s policy engagement agenda with regard to the energy and infrastructure sectors. The Principal, Energy & Infrastructure Policy job holder contributes to the conceptualisation and delivery of energy and infrastructure policy advice, provides inputs and support the AD, SI Policy, the Director, SI 3P and the Managing Director, SIG in the coordination of policy work.
The role requires substantial external engagement with key stakeholders in different capacities. This includes: (a) engaging with policy makers and regulators in EBRD COOs to develop and deliver the SIG’s policy engagement agenda with regard to the energy sector; (b) managing the Bank’s relationship with key external energy sector stakeholders; (c) frequent dialogue with other IFIs on energy policy, particularly the World Bank Group and the Regional MDBs, and other activities and knowledge sharing related to large, complex energy projects and initiatives under consideration for multi-source financing; (d) direct support to the AD SI Policy, AD Energy Policy and Director of SI3P in the articulation of the Bank’s policy-level interaction in the infrastructure and energy sectors with other IFIs, development agencies, external bodies such as OECD and the G20 (Global Infrastructure Hub); (e) supporting the AD SI Policy, Director SI3P and the MD of SIG, where necessary, with respect to the Bank’s interventions at international fora, conferences and events to position the EBRD and disseminate energy policy guidance with respect to its sustainable infrastructure agenda internationally.
Accountabilities & Responsibilities:
The role of Principal, Energy & Infrastructure Policy is to conduct, contribute to, and coordinate policy activities within SI Business Group’s energy policy, and will also interact frequently with SI3P’s Sector Specialists (Engineers); sector economists (EPG), energy efficiency experts (E2C2), lawyers (LTT) and partnership/relations teams such as DCF so that both policy advisory, project preparation, IFI and other stakeholders’ coordination can be efficiently achieved to deliver SI BG’s business targets and support the Bank’s policy goals in the energy and infrastructure sectors in line with the transition mandate of the Bank.
Policy dialogue:
Oversee and contribute to the SIG energy sector policy dialogue initiatives, actively engaging with SI Policy Unit staff as well as the policy work of staff in other departments (for example, EPG).
Develop, implement and complete new policy dialogue activities together with relevant teams and OLs to support EBRD’s investments in the energy sector, providing technical knowledge and advice, including background research, for policy dialogue activities.
Manage including providing strategic orientation, the full project life cycle of specific policy dialogue technical cooperation assignments from procurement, coordination of external consultants, events organisation, to completion.
Manage the policy inputs for cross-cutting projects within SIG, in close coordination with the AD, Energy Policy and AD, Head of Sustainable Infrastructure Policy.
Manage/contribute to the relationship with senior policy makers and regulators in relation to policy engagement activities of the SIG in the energy and infrastructure sectors.
Actively engage on the dialogue with other MDBs on selected cross-MDB policy initiatives.
Oversee the selection of external advisors and provide advice to the Bank/clients ensuring they are providing quality service and worthy recommendations.
Contribute to, and co-ordinate group level contributions to, country strategies and other policy and strategic initiatives inside and/or outside SIG;
Represent SIG in relevant internal EBRD working groups and steering committees on topics related to the energy sector (for example, energy/infrastructure issues at ESAC, Just Transition working group, etc.).
Manage/contribute to coordination efforts with EPG and the SI3P and SIG’s policy seminars, policy notes and participation in high-level meetings and conferences, based on sector expertise to raise awareness of EBRD policy work.
Develop the SIG’s positions on external developments in the energy sector (for example, design of energy markets, economic regulation of networks, low carbon pathways, etc.)
Knowledge, Skills, Experience & Qualifications:
Education
Business, economics, or other relevant degree preferably with a focus on energy, environmental, transport or resource policy and regulation.
Beneficial Experience
Experience working on energy and infrastructure sectors from a commercial, multilateral or governmental perspective
Good understanding of the interplay between policy incentives and investments in the energy and/or infrastructure sector(s), good financial and analytical skills
Experience in managing projects and consultants
Experience of interacting with government officials and/or regulators
Experience of communicating complex issues to a wide range of stakeholders
Experience in emerging markets, preferably EBRD countries of operation
Language/Technical
Excellent English, knowledge of either Russian or French advantageous
Computer literate (advanced Excel, PowerPoint, MS Word, Outlook)
