Job Description

Job purpose
• To develop and lead the Intelligence and Investigations function within UKAD
• To develop and lead protocols for intelligence management and for sharing information between UKAD and stakeholders, including law enforcement partners
• To contribute to an intelligence led anti-doping testing programme and education initiatives to prevent, deter and detect doping in sport
• To lead on providing intelligence that supports formation of the results management and compliance functions within UKAD
• To liaise with the Director of Legal and Solicitor on potential and confirmed anti-doping rule violations
• To ensure sufficient resources are deployed in pursuing non-analytical anti-doping rule violations

Key result areas
Leadership
• Provide people management leadership through setting direction, monitoring and developing performance, building morale and generating a sense of common purpose relating to the intelligence function within UKAD
Service Delivery
• Lead the development of policies and practices relating to intelligence and investigations to ensure UKAD promotes the highest standards in delivering drug-free sport
• Develop intelligence management systems and establish working practices and appropriate internal programmes with stakeholders, including law enforcement partners
• Devise and implement strategy and operational policy for the intelligence function and incorporate across all appropriate UKAD policies and procedures
• Implement continuous improvement across the organisation, working creatively with all teams to identify and realise opportunities to deter and detect doping in sport using intelligence and investigation strategies
• Lead the search for new and innovative approaches to anti-doping and to encourage UKAD staff to make better use of the research and analysis skills provided by the intelligence team through both proactive and reactive responses to doping
• Co-ordinate and proactively manage any investigations conducted on behalf of UKAD with the aim of continuing to improve detection rates, reduce the time taken to investigate cases and to ensure best practice
• Assist the Director of Operations and Director of Legal in the scrutiny and the preparation of cases for possible Anti-Doping Rule Violation proceedings
Relationship Management
• Manage the exchange of intelligence within UKAD, including Doping Control Personnel
• Support the Director of Operations in managing the relationship with sport and anti-doping stakeholders, including National Governing Bodies, to promote information sharing
• Develop and maintain the relationships with key law enforcement agencies and regulatory bodies for two-way information sharing
• Work with the World Anti-Doping Agency and other international organisations to establish harmonious international standards and practices in so far as they impact on the intelligence function
• Establish UKAD’s position within the wider intelligence community including law enforcement and sharing best practice
Governance
• Plan, manage and monitor the financial and human resources of the intelligence and investigations team within the Operations department, including overseeing their training and personal development in accordance with operational requirements
• Provide robust advice to the Director of Operations on priorities and development needs
• Provide policy guidance, negotiating positions and briefings for the Director of Operations
• Develop and apply appropriate activity reporting mechanisms consistent with KPIs in the Funding Agreement
• Ensure that all activities are compliant with relevant legislation including the Regulation of Investigatory Powers Act (RIPA) 2000 and the Data Protection Act (DPA)
• Ensure that the relevant and operational risk policies for the intelligence team are implemented and maintained

Person specification
Qualifications / Experience
• Educated to degree level or equivalent
• An experienced professional with significant expertise gained of managing both intelligence and/ or investigations with demonstrable integrity
• Proven team leadership skills with the ability to manage and motivate staff
• Experience of identifying opportunities and then developing and delivering effective and productive strategic-level working relationships with partners
Skills
• Critical and creative thinking abilities
• Familiarity with legal and associated processes including extensive knowledge of the Regulation of Investigatory Powers Act (RIPA) and the National Intelligence Model
• Ability to develop and manage positive working relationships with a range of contacts in an anti-doping or law enforcement environment
• Excellent communication skills which include the ability to influence and liaise with people at all levels
• High level planning and monitoring ability and capable of working to multiple tight deadlines often within a time-pressured environment
• Experience of managing sensitive and confidential information in an appropriate manner
• Sound IT skills, including full competence in the use of MS office and intelligence software packages
• An understanding of sport, what drives athletes to succeed and what sometimes drives them to push the boundaries
• An understanding of financial requirements, in particular the compilation and management of budgets
