FYTE are delighted to be working with a Public Sector Client based in Glasgow who are looking to engage an experienced Commercial Operations Manager on a 12 month FTC basis.
Applications are welcome from candidates who are degree qualified, or equivalent, who hold a professional or postgraduate qualification in Purchasing and Supplies, e.g. Level 6 Graduate Diploma of CIPS, or equivalent experience. Candidates working toward this will also be given consideration.
Candidates must have direct managerial responsibility, including personal development, discipline and work evaluation.
The Operations Manager will be required to:
* Provide leadership, coaching and mentoring to the Commercial Operational Management teams to focus resources and activity to deliver the Procurement Departments commercial strategy.
* Deliver savings targets.
* Direct effective management of commercial related support calls per annum assigned to Commercial service teams, ensuring they are assigned and prioritised appropriately and are progressed to Operational and Service Level Agreements.
* Leading on the development, delivery and management of new and existing national and local contracts and ensure that they meet the needs of all participating customers and maximise the collective buying power and economies of scale to achieve deliver of best value for money.
* Develops, implements and manages best in class practices and solutions to delivery optimum levels of customer satisfaction with commercial services.
* Develop, maintain and implement the strategic commercial operational plan for Procurement operational management.
* Continuous review of working practices, service metrics, and procurement best practice development.
* Ensure strong professional leadership of the Commercial teams to ensure all staff in the teams are clear about their role and have a complete customer and commercial focus.
* Act as “Technical” expert for the procurement tendering process to the Commercial Team and the wider staff. This will require the post holder to develop and maintain a detailed and up-to-date knowledge of the complex EU and UK legislation supporting Public Sector procurement and commercial practice.
* Manage aspects of major incidents including technical testing, implementation of solutions and progress reporting to senior management.
* Manage total service delivery across internal teams and external suppliers.
* Identify, design, gather and report and metrics to support complex analysis of performance levels, identification of trends and most efficient allocation of resources.
* Design and maintain database systems for collection of usage data, recording and monitoring of requirement data.
* With Procurement Management Team colleagues develop cost model improvements for Procurement Department services, make recommendations on how service quality and costs can be improved, and implement agreed recommendations.
