ROLE PROFILE
Job title: Governance Manager
Salary & benefits: £28,000-32,000 pro-rata (4 days/week)
31 days holiday

Responsible to: Chief Executive Officer
Responsible for: National Child Welfare Officers (NCWOs)
Primary purpose of role: To ensure that the ESFA fulfills its statutory and regulatory responsibilities under the relevant rules of the game of football including safeguarding, through the work of the NCWOs.

Main responsibilities:
• To act as the liaison point between the ESFA and The FA on all regulatory matters (other than routine safeguarding or discipline casework);
• To use best endeavours to influence FA policy where policy adaptations are necessary for effective implementation of such regulations in the schools’ sector
• To act as Deputy Senior Safeguarding Lead for the Association, ensuring the Association meets the requirements of the Safeguarding Operating Standard
• To act as mentor to the National Competitions Secretary and to manage serious discipline cases on behalf of the Association
• To ensure that ESFA’s policy complies with FA and ESFA regulations as they apply to the schools’ sector for:
o sanctioning,
o player registration,
o safeguarding,
o affiliation
• To ensure that supporting procedures (including digital processes) are developed to in each area to:
o Comply with FA and ESFA policy
o Generate information needed to report to funders on KPIs, where appropriate
o Comply with relevant legislation eg GDPR
• To ensure these policies and procedures are well understood and consistently implemented, by:
o Effectively communicating the ESFA’s sanctioning, player registration, affiliation and safeguarding requirements
o Aiding the interpretation of FA disciplinary regulations for the schools’ sector
o Providing training and support for staff, Council and Membership on all policy areas including discipline
o Monitoring compliance and providing further support to those who need it
• To support and/or report to the relevant Committee(s) of the ESFA on all policy areas including discipline
• To identify opportunities for efficiency and effectiveness in practice to support these, and any other, relevant rules of the game; in particular, to identify efficiency gains from the further development of the ESFA’s operating software
• To fulfil the financial responsibilities of the role as prescribed in the Financial Regulations;
• To participate in training, development and appraisal processes necessary to fulfil the role;
• To support the ESFA Council to fulfil its responsibilities;
• To act with high standards of professionalism, business integrity and personal conduct at all times;
• To act as an ambassador for the ESFA in the conduct of all business;
• To comply with the requirements of the staff handbook;
• To comply with the Association’s safeguarding requirements and to contribute to the delivery of the ESFA’s safeguarding plans;
• To use best endeavours to support others in the achievement of their objectives;
• To conduct any other duties as may reasonably be required by the employer.

Special considerations in this role
This is a part time post, for the equivalent of four days/week. The post holder will be expected to work flexibly to meet the needs of the ESFA’s customers. This will include some evening and weekend working. The post is subject to enhanced DBS checks and will require some travel, so a driving license and access to a vehicle is essential

Qualifications/training
• Educated to ‘A’ level standard or above, with a minimum GCSE English and maths (or equivalent)
• FA discipline commission trained
Knowledge
• An understanding of the principles of good governance
• An understanding of the Standard Code of Rules for Youth football and their application to sanctioning
Experience
• Operating in accordance with policy and process in a statutory field
• Advising on/implementing FA discipline requirements
• Overseeing personal registration/data collection procedures, including GDPR
• A track record of efficiency improvement
• Line management experience
• Working with, for or on behalf of school children
Desirable

Qualifications/training
• Professional qualification/recognition in a regulatory field
• FA child welfare officer trained
• Level 2 safeguarding qualification
Knowledge
• An understanding of the FA’s Safeguarding Operating Standard
Experience
• Working or volunteering in a school or a schools’ football Association in a relevant field
• Experience of working with and for volunteers
• Supporting the development of IT systems to manage processes
• Training others
