Technical Development Director – Professional Game Match Officials Ltd

Job Description
ROLE PURPOSE:
As a member of the Leadership Team (LT) the Technical Development Director will be responsible for leading the technical support functions to develop and implement a technical framework for all PGMOL match officials. They will ensure delivery of a coordinated technical development programme which delivers effective succession planning at each officiating level, and exceeds the performance standards required by the competitions.

MAIN DUTIES INCLUDE BUT ARE NOT LIMITED TO:
Establishing and delivering the technical framework
• Leading the work of the 5 technical disciplines to ensure a unified approach to, and implementation of, the technical framework
• Reviewing and updating the technical standards for all officials in cooperation with the competitions, the PFA and LMA
• Monitoring the technical standards and practices for match officials of leading football competitions and other sports to ensure that the PGMOL framework remain best practice
• Developing the performance management systems to ensure they support the delivery of technical standards
• Providing a high quality service to all match officials

Managing the Heads of the 5 technical support functions to ensure a coordinated approach to delivering the technical framework. To include:
Coaching
• Reviewing and implementing the coaching strategy ensuring it complements the development of match officials consistent with the required technical standards
• Ensuring the delivery of effective succession planning for match officials at all levels
Professional Referee Development
• Reviewing and developing the training plan to ensure it addresses the training needs of all PGMOL officials
• Creating and implementing the 3 Academy pilot programmes in Season 2016/17
• Developing the plans for the National Referee Academy for the start of Season 2017/18
• Liaising with the FA Referee Department to synergise referee training programmes
Physiology and Medical:
• Developing and implementing the sports science plan to ensure that appropriate advice and support is provided
• Ensuring that fitness and sports science protocols are correctly and consistently applied
• Developing appropriate sports science standards in line with industry best practice
Psychology:
• Developing the roll out of the mental toughness programme to all levels
• Preparing and implementing a sports psychology programme to support the PRDP
• Developing and implementing the sports psychology element of the selection and retention processes

Analytics:
• Providing appropriate and effective performance analysis for all PGMO match officials
• Maintaining and developing the analysis systems in conjunction with the Operations Director
• Ensuring adequate IT support provision in place
General:
• Managing the relationships with key stakeholders and partners
• Providing regular progress reports to the LT on implementation and progress
• Managing budgets

Essential:
Qualifications/experience:
• Extensive experience of managing multi-disciplinary teams to achieve collaborative success
• Working with elite performers
• Successful performance management in an elite sporting or business environment
• Reporting to a variety of audiences including to Senior Management / Board level

Knowledge:
• Demonstrable understanding of the technical development needs of elite match officials
• Excellent understanding of the coaching and training needs of elite match officials
• Comprehensive knowledge of the Premier League and Football League football
• Knowledge of the PGMOL match officials
